Hanoi Flag Tower is only worth a short stop. The area is quite popular with the locals, especially on their national holidays. I was there around the Chinese new year and it was packed.

The Hanoi Flag Tower and the Military History Museum are all one attraction. One ticket gets access to both.
You can access the tower itself by climbing stairs. So anyone with mobility problems would not be able to access this as there is no elevator. Great views from the tower and great place for pics.
The Military History Museum has allot of large battle equipment (tanks, planes, helicopters). For me, it was great cause you can get up close and personal to these pieces of history. The museum itself and the displays inside are very neutral in their presentations. Neutral in that there is not the propaganda and obvious political slant the the "War Remnants Museum" in HCMC has.
I toured this, the Ho Chi Min Mausoleum, and the Citadel, in the morning and it is all within walking distance of each other. If you have the energy and time left - hit the Temple of Literature.

An interesting visit to this monument of the American war, which was superb to walk up the winding stairs to capture a super view from the observation point.
